STOP administers the Weatherization Assistance Program (WAP) which is federally funded by the Department of Energy (DOE) and Health & Human Services (HHS) through its Low Income Home Energy Assistance Program (LIHEAP) program. The Weatherization Program provides free energy efficient services and measures to help lower utility bills and to increase the efficiency of houses occupied by income-eligible individuals, particularly the elderly, disabled, and families with children ages 6 and under, to ensure their health and safety. Funded to Serve the Cities of Chesapeake, Norfolk, Portsmouth and Virginia Beach
