  • Paul has been in private practice, with substantial emphasis on elder law, since 1990. He focuses his practice on:

    Estate planning for incapacity and long term care;
    Appointment of guardians and conservators for incapacitated adults;
    Administration of decedent’s estates; and
    Nursing home residents’ rights.

    In 1983, while in private practice, Paul was selected for an internship in long-term care administration at Westminster-Canterbury House, Richmond. This culminated in his sitting for the licensure exam for nursing home administrators in 1985, a license which he has maintained ever since.  Maintaining this license has allowed Paul to keep abreast of the special concerns of clients with loved ones in long term care or who are themselves receiving such care.

    From 1985 through 1990, Paul was a policy analyst with the Virginia Department of Taxation, handling administrative appeals of sales and use tax and income tax audits, preparing information bulletins, drafting private letter rulings and offers in compromise for the Tax Commissioner, drafting state tax regulations, providing staff support for a comprehensive sales and use tax expenditure study, and during General Assembly sessions, evaluating the fiscal and policy impact of proposed tax legislation. Throughout this time Paul served on the Commission for Older Adults for the Catholic Diocese of Richmond, thereby continuing his interest in service to older adults.

    Although Paul has been privileged to provide legal and practical advice to caregivers for most of his professional life, and has served as court appointed guardian and conservator for many incapacitated adults, in recent years he has been an informal caregiver for members of his own family and has an even greater appreciation for the challenges and obstacles facing caregivers.
